Arsenal saw their initial £15million bid rejected by  and has reportedly come back with an improved offer of £19m.
Unfortunately for Emery this is also expected to be rejected by the Scottish champions as it is still significantly short of Celtic’s £25m valuation of the defender.
The Spanish boss is desperate to complete the transfer, with Italian club Napoli rumoured to also be monitoring Tierney’s situation.
And given the current circumstances Arsenal appear ready to meet Celtic’s £25m price, which according to The Sunday Post via Football Scotland, comes in the form of a package including £20m up front with £5m in add-ons.
The report also claims Emery is also willing to offer full-back Carl Jenkinson in the deal if the Parkhead club are interested.
Emery wants to improve several areas of his squad this summer with Tierney being one of his main targets.
However, the 47-year-old is finding it difficult as it’s believed he only has a £45m transfer budget to work with.
But Emery is determined to overhaul several areas of his squad and to accomplish this he is willing to sell players to fund further transfers, with the likes of Laurent Koscielny, Shkodran Mustafi and Henrikh Mkhitaryan potentially set to be axed.

Koscielny has one year left on his current deal and has reportedly failed to reach an agreement over a new contract with the club.
Arsenal still want £10m for the 33-year-old who has been with the club for nine years, with Lyon and Rennes both showing interest in the French defender.
Mustafi had an error-stricken season for the Gunners during their last campaign and according to reports in the Daily Star, Emery wants to sell the 27-year-old defender.
The player arrived in north London for £35m from Valencia in August 2016 and could now continue his career in Turkey, with Fenerbahce interested in the German international.
Although Arsenal would prefer money up-front for the defender the Turkish giants are reported to be favouring a loan deal, with an option to buy, if the player can turn around last season’s poor form.
The London club are also keen to show Henrikh Mkhitaryan the exit at the Emirates with the Armenian winger reportedly earning £180,000-a-week wages.
However, they are struggling to currently find suitors for the former Manchester United and Borussia Dortmund midfielder.
